This manuscript summarizes the most common barriers to effective administrative preparedness and how to surmount them through the use of promising practices, strategies, and NACCHO developed resources focused on addressing unique jurisdictional requirements and needs.

Societies function on the basis of rules. These rules, rather like the rules of the road, coordinate the activities of individuals who have a variety of goals and purposes. Whether the rules work well or ill, and how they can be made to work better, is a matter of major concern. Appropriately interpreted, the working of social rules is also the central subject matter of modern political economy. This book is about rules - what they are, how they work, and (...) how they can be properly analysed. The authors' objective is to understand the workings of alternative political institutions so that choices among such institutions can be more fully informed. Thus, broadly defined, the methodology of constitutional political economy is the subject matter of The Reason of Rules. The authors have examined how rules for political order work, how such rules might be chosen, and how normative criteria for such choices might be established. (shrink)

Artificial Intelligence in the form of different machine learning models is applied to Big Data as a way to turn data into valuable knowledge. The rhetoric is that ensuing predictions work well—with a high degree of autonomy and automation. We argue that we need to analyze the process of applying machine learning in depth and highlight at what point human knowledge production takes place in seemingly autonomous work. This article reintroduces classification theory as an important framework for understanding such seemingly (...) invisible knowledge production in the machine learning development and design processes. We suggest a framework for studying such classification closely tied to different steps in the work process and exemplify the framework on two experiments with machine learning applied to Facebook data from one of our labs. By doing so we demonstrate ways in which classification and potential discrimination take place in even seemingly unsupervised and autonomous models. Moving away from concepts of non-supervision and autonomy enable us to understand the underlying classificatory dispositifs in the work process and that this form of analysis constitutes a first step towards governance of artificial intelligence. The Soviet psychologist L. S. Vygotsky was immersed in theater and the arts through much of his life, collaborating with scholars of the psychology of acting, including Konstantin Stanislavski’s close confidante and long-time editor Liubov Gurevich, on terms and theories expressed in his historically defining text, An Actor’s Work. This article connects linguistic, theoretical, and methodological aspects of Stanislavski’s work with Vygotsky’s quest to develop a new psychology, finding its apogee in the works of his final years, especially after he (...) gained access to an extended draft of Stanislavski’s chapters. As Vygotsky’s theories continue to influence the field of psychology, this article looks to provide a guidepost for refining understanding of Vygotsky’s theories based on archival evidence and a close reading of contemporary translations of Vygotsky’s major works. A plurality of approaches to foundational aspects of mathematics is a fact of life. Two loci of this are discussed here, the classicism/constructivism controversy over standards of proof, and the plurality of universes of discourse for mathematics arising in set theory and in category theory, whose problematic relationship is discussed. The first case illustrates the hypothesis that a sufficiently rich subject matter may require a multiplicity of approaches. The second case, while in some respects special to mathematics, raises issues of (...) ontological multiplicity and relativity encountered in the natural sciences as well. (shrink)

Subtle-body practices are found particularly in Indian, Indo-Tibetan and East Asian societies, but have become increasingly familiar in Western societies, especially through the various healing and yogic techniques and exercises associated with them. This book explores subtle-body practices from a variety of perspectives, and includes both studies of these practices in Asian and Western contexts. The book discusses how subtle-body practices assume a quasi-material level of human existence that is intermediate between conventional concepts of body and mind. Often, this level (...) is conceived of in terms of an invisible structure of channels, associated with the human body, through which flows of quasi-material substance take place. Contributors look at how subtle-body concepts form the basic explanatory structure for a wide range of practices. These include forms of healing, modes of exercise and martial arts as well as religious practices aimed at the refinement and transformation of the human mindbody complex. By highlighting how subtle-body practices of many kinds have been introduced into Western societies in recent years, the book explores the possibilities for new models of understanding which these concepts open up. Contributions remain only as accretions to the accepted body of knowledge; the writings and the writers disappear almost without trace. Using data from American emergency call centers, this article focuses on the coordination, and mutual relevance, of participants’ effort to manage two forms of unit completion – sequence closing and concluding the occasion in which the project was pursued. In doing so, we specify the import of sequence organization as one method for conducting, organizing, and resolving interactional projects participants may be said to pursue, and describe a range of possible relations between project completion and occasion closure and the locations (...) from which problems come to be introduced as parties move to resolve projects and close calls. As we show, sequence and occasion closings produced in the service of projects are fateful: they inexorably demand that the participants arrive at some alignment – or make visible their failure to do so – regarding the projects pursued in it, the status of those projects, and thus who, as a consequence, the parties are for another, that is, their ‘identities’. For strangers and familiars both, the management of projects and the manner in which closing is achieved matters. (shrink)

Just how realistic about human nature and real possibilities must a theory of justice, or a moral theory, more generally, be? Lines have been drawn, with some holding that idealizing away from reality is indispensable and others maintaining that utopian thinking is not just useless but irrelevant. In Utopophobia David Estlund defends the value of utopian theory. At his most modest, Estlund claims that it is a legitimate approach, not ruled out of court by anti-idealists on entirely inadequate grounds—merely “by (...) assumption or definition” as he puts it. Yet he also argues against what we call real world theory, which takes account of human imperfection and feasible options. It invites complacency and undermines aspiration, he argues, and he accepts Rawls’ claim that it will of necessity be unsystematic, thanks to its realism. We accept that the utopian approach is neither useless nor irrelevant. Yet we press hard against the charges against real world theory, maintaining that, properly understood, it invites neither complacency nor aspiration and can perfectly well offer a systematic and principled account of normative concepts, including justice specifically. An essential guide to an essential book, this first anthology on Camera Lucida offers critical perspectives on Barthes's influential text. Roland Barthes's 1980 book Camera Lucida is perhaps the most influential book ever published on photography. The terms studium and punctum, coined by Barthes for two different ways of responding to photographs, are part of the standard lexicon for discussions of photography; Barthes's understanding of photographic time and the relationship he forges between photography and death have been invoked countless times (...) in photographic discourse; and the current interest in vernacular photographs and the ubiquity of subjective, even novelistic, ways of writing about photography both owe something to Barthes. Photography Degree Zero, the first anthology of writings on Camera Lucida, goes beyond the usual critical orthodoxies to offer a range of perspectives on Barthes's important book. Photography Degree Zero includes essays written soon after Barthes's book appeared as well as more recent rereadings of it, some previously unpublished. The contributors' approaches range from psychoanalytical to Buddhist ; they include a history of Barthes's writings on photography and an account of Camera Lucida and its reception; two views of the book through the lens of race; and a provocative essay by Michael Fried and two responses to it. The variety of perspectives included in Photography Degree Zero, and the focus on Camera Lucida in the context of photography rather than literature or philosophy, serve to reopen a vital conversation on Barthes's influential work. ArgumentDuring the two decades before the turning point in Copernicus's personal and scientific development in 1510, he had experience of political activity which has been largely ignored by the existing Copernicus literature but part of which is reconstructed in outline in this paper. Given the close linkage between politics and astrology, Copernicus's likely reaction to astrology is re-examined here. This reconstruction also suggests that the turning point in 1510, when Copernicus left his post as secretary to his uncle Lucas Watzenrode (...) the prince-bishop of Warmia, was not only linked to Copernicus's first version of his heliocentric theory in theCommentariolus, but also to major political setbacks being experienced by Watzenrode during these years, and with the publication of Copernicus's translation of theLettersof Theophylactus Simocatta. Some of these considerations contribute to maintaining the view that Copernicus and his work were in several respects exceptional. (shrink)

Dissent is a word we come across frequently these days. We read it in the newspapers, use it in discussions with friends and colleagues—perhaps even engage in the activity ourselves. And yet for all of its popularity, few of us, if pressed, would be able to pin down exactly what dissent is. It is this question I wish to explore in this paper. In particular my aim will be to provide a conceptual analysis of the idea of dissent such that (...) we may more cleanly distinguish it from other related forms of disagreement. I use a recent book written on the topic by Ronald Collins and David Skover as an argumentative foil. (shrink)

During most of Copernicus's life he was an inhabitant of political settings rather than scientific settings. His settings from 1492 to 1500 offered him a large amount of information about astrology. Most of Copernicus's known significant contacts at the Jagiellonian University had expertise in astrology, in some cases at national level. Information was available to Copernicus about the inaccuracies and the difficulties of astrological practice as well as about a notably successful astrologer-patron relationship. The experience of astrological practice that was (...) available to Copernicus in Bologna ranged from the benign to the potentially dangerous, and his departure from Bologna was contemporary with the threat of military reprisals against the town which appeared to show the incorrect outcome of the relevant prediction in Domenico Maria di Novara's prognostication for 1500. After this date Copernicus no longer participated in roles in which prognostication was a duty, he generally inhabited locations that were less potentially dangerous than Bologna was in 1500, and while at some later points he was keen to interest astrologers in his astronomical work, astrology is completely absent from his own explanations of the reasons for his astronomical work. In the accompanying paper I have attempted a new collation of the manuscripts of Moschus’Europa, in order to correct some errors and omissions that may be detected in the critical apparatus of Winfried Büihler’s excellent edition of this work . Büihler’s textual decisions, for instance, are refreshingly free from slavish preconceptions and inert prejudice. When he prints an emendation or opts for the daggers of despair, he is usually right. The occasions when he rejects the manuscript tradition without overriding justification (...) are rare. At 77 there is probably no need to posit corruption in δήγάρ At 127 κóλου foreshadows with typical Hellenistic ambiguity the verb λοώθηin 129.2 It is possible that there are two other places also where the manuscript tradition has wrongly been suspected: κυανin 47 and ϊαρόν in 60. The Sāṃkhya Kārikā’s “mahat-buddhi” appears to be riddled with obscurity. Standard realist interpreters struggle to explain its cumbersome, textually unsupported bivalence, namely, how the mahat-buddhi can represent both a cosmological entity and a psychological capacity. Idealist readings, meanwhile, neglect the historically deep ontological meaning of this tattva by reducing it to a power of the transcendental ego. This paper moves beyond the impasse of the realism-idealism framework for interpreting the Sāṃkhya Kārikā and examines the mahat-buddhi through the existential phenomenology of (...) José Ortega y Gasset. It begins by re-framing classical Sāṃkhya metaphysics as an existential phenomenology of life, whereby life—as lived reality, not an external physical world or a field of mental experience—conveys the meaning of vyaktaprakṛti. From this, the paper then argues that the mahat-buddhi represents “the great awakening of life,” which is characterized by 5 key features: (1) purposive procreativity; (2) a power of illuminating discernment; (3) a principle of disclosure; (4) an existentially unitary, concentrated vitality; and (5) a capacity to take other-beings-as. This article examines three textual moments that might plausibly have found their way into Derrida’s late Beast and Sovereign seminars, but that Derrida appears to avoid or overlook. Aristotle’s discussion in the Politics of the “One Best Man” scenario is placed in the context of his earlier characterizations of the naturally apolitical man as akin either to a beast or to a god; Bataille’s late descriptions of sovereignty as a kind of self-perverting hyperbolic structure are juxtaposed with some of Derrida’s (...) own formulations about sovereign autoimmunity; Heidegger’s discussion, in a seminar nominally about Hölderlin, of a striking formula from Sophocles is shown to capture something of the “outlaw” status of the sovereign as Derrida describes it. It is argued that attempts to archive Derrida’s work and treat it in the standard terms of intellectual history are short-circuited by arguments within his work that undermine the coherence of the concept of archive as it is deployed in such historical descriptions. Drawing on a range of Derrida’s early and late writings and more especially his readings of Freud, it is suggested that Derrida’s claim that psychoanalysis ought to provoke a revision of the terms historians use to discuss it (...) is a fortiori valid for deconstruction. It is at least plausibly arguable that Derrida's will have been the most important philosophical contribution (in French, at least) of the last 30 years, in spite of the impassioned argument his work has provoked and still arouses (concretized most recently in the argument over Cambridge University's proposal to award him an honorary degree, but also in a series of other “affairs” and polemics). It is entirely proper that an account of his work should appear in a volume such as (...) this, and yet the philosophically most striking thing about Derrida's work is probably that it is not philosophy in any straightforward sense, but its permanent traversal, excess, or outflanking. Derrida has not so much re‐defined philosophy (the traditional task of philosophy) as rendered it permanently in‐definite. This difficult situation has been the cause of many misunderstandings of Derrida, by both philosophers and non‐philosophers, and demands a delicacy of reading which is all but unmanageable, but which goes some way towards explaining the attraction Derrida's work has held for students of literature. It is unhelpful to view Derrida as belonging to any particular philosophical lineage, because his work upsets all the concepts that allow us to posit philosophical lineages (he is thus arguably as “close” to Plato or Kant as to Heidegger or Nietzsche), and it is also difficult to discern any obvious lines of development or change in his thinking, which seems to have remained remarkably consistent – though constantly surprising and unpredictable – since the 1960s. But in spite of its undeniable difficulty, Derrida's work is in fact quite susceptible of reasoned exposition up to a point, beyond which something “undecidable” begins to happen, as we shall see. What gives these words power to speak to us even without the play? No doubt the story of Tereus and Philomela has a universally affecting element: the double violation, the alliance of craft and craft, and what the metaphor specifically refers to: that truth will out, that human consciousness will triumph. The phrase would not be effective without the story, yet its focus is so sharp that a few words seem to yield not simply the structure of one story but (...) that of all stories in so far as they are tell-tales. Aristotle, in fact, mentions Sophocles' kenning during his discussion of how recognition scenes are brought about; and it is interesting that other examples cited by him share the characteristic of seeming to exist prior to the plays that embody them, as if they were riddles or gnomic words imposed by tradition and challenging an adequate setting. Take for example, "So I too must die at the altar like my sister". Or "I came to find my son, and I lose my own life". Or again, "Here we are doomed to die, for here we were cast forth". These phrases, overheard, bring about a recognition. Like "the voice of the shuttle" they have little meaning without a story that sets them. Yet once a story is found their suggestiveness is not absorbed but rather potentiated. And this, perhaps, is what archetype means: a part greater than the whole of which it is a part, a text that demands a context yet is not reducible to it. (shrink)

Standard presentations of axioms for set theory as truths simpliciter about actual-objects the sets-confront a number of puzzles associated with platonism and foundationalism. In his classic, Zermelo suggested an alternative "many worlds" view. Independently, Putnam proposed something similar, explicitly incorporating modality. A modal-structural synthesis of these ideas is sketched in which obstacles to their formalization are overcome. Extendability principles are formulated and used to motivate many small large cardinals. The use of second-order logic as a coherent and clear framework for (...) set theory is supported. (shrink)

Georges Bataille is one of the most influential thinkers to have seriously considered the work of Donatien Alphonse François, the Marquis de Sade. What is undeniable is that the two thinkers share a number of thematic and theoretical commonalities, in particular on the subject of human nature and sexuality. However, there are serious theoretical divergences between the two, a fact generally overlooked in the secondary literature. Rather than being a mere precursor to Bataille, as himself implies, I suggest that Sade (...) is a very different thinker, a fact that Bataille does not fully acknowledge. (shrink)

Multiculturalism as a public policy and philosophy has become increasingly controversial in many democracies over the last decade. While the specific issues can vary across national contexts, a common anxiety is that multiculturalism sanctions minority practices that conflict with prevailing social values or legal norms. Central to this concern is the value liberal societies place on the autonomy of the individual. Many of our most charged public controversies involve a perception that certain minority practices jeopardize the autonomy of their individual (...) members and, especially, their women and children. Just as the value of autonomy is central to these disputes, so the idea of 'authenticity' is often pivotal to the understanding of autonomy in such cases. The autonomous individual acts on reasons that are truly his or her own. But the issue of authenticity also arises in claims for cultural recognition regarding whether a particular minority practice is a genuine or authoritative expression of that minority's culture. Geoffrey Brahm Levey and his distinguished group of philosophers, political theorists, and anthropologists critically explore these twin notions of 'authenticity' – of autonomous persons and of cultures – in our multiculturalism debates. Discussing a wide range of illustrative cases and controversies drawn from Britain and continental Europe, North America, Australia, and the Middle East, they address various issues raised by the complex interactions between authenticity, autonomy, and the accommodation of minority cultural practices. Moving beyond theoretical discussion to consider the practical and policy implications, Autonomy, Authenticity and Multiculturalism challenges and complicates conventional assumptions about authenticity that inform liberal responses to minority cultural claims in Western democracies today.
